Strategic Initiative Fund (SIF)
An investment in mission and vision-aligned initiatives demonstrating a commitment to our future and in service to the University of Michigan community and to the public.
Introduction
The Strategic Initiative Fund (SIF) supports initiatives that advance the University of Michigan's mission, realize the Look to Michigan Vision (LTM Vision), and create lasting transformational change across our three campuses and society. This fund provides one-time financial resources to pursue high-value high-impact initiatives at varying scales. Units across all three campuses are invited to submit proposals that demonstrate institutional value, social impact, holistic problem-solving using interdisciplinary approaches, and innovative solutions. The SIF is designed to accelerate ideas that meet the institution's vision and create broad or deep impact. Proposals may address opportunities in the education, research, scholarship, or creative practice, or service missions of U-M.
About the Fund / Purpose
The SIF provides targeted support for proposals that:
- Advance high-priority institutional transformation realized through the LTM Vision
- Expand or deepen research, teaching, and/or service impact in the LTM Vision's Impact Areas and Commitments
- Build meaningful and productive interdisciplinary collaborations for holistic problem-solving across units/campuses
- Address high-impact opportunities with broad value to the U-M community and/or society
SIF Initiatives are intended to be catalytic—testing ideas or supporting initiatives that have potential for scale or may sustain themselves beyond the initial award, while also making space for innovation and purposeful risk-taking.
Proposed initiatives may range anywhere from one to five years in length.
To facilitate bringing our community's best ideas forward, this call describes awards in three funding tiers.
Tier 1: Awards up to $5 million
- Will include some proof of concept for substantial impact in at least one or more of the LTM Vision Impact Areas and/or Commitments
- Will show how the initiative establishes or strengthens U-M's national or global leadership
- Will include concrete plans for scalability
- Will include a plan for long-term sustainability beyond the approved funding period
Tier 2: Awards up to $1 million
- Will address at least one LTM Vision Impact Areas and/or Commitments
- May explore innovative solutions to improve School/College/Units efficiencies and/or use of resources
- May strengthen long-term stability in School/College/Units operations and services
- May generate new streams of revenue for School/College/Units
Tier 3: Awards up to $500,000
- Will include potential for impact in one or more of the LTM Vision Impact Areas and/or Commitments
- Will document how these funds will be leveraged for new and/or additional opportunities
- May focus on public intellectualism, or how faculty share their scholarship, and its value, with the public
- May be an untested idea or new approach
Eligibility
Proposals may be submitted by:
- Faculty and/or staff from any U-M campus (Ann Arbor, Dearborn, Flint) and Michigan Medicine
- Academic or staff leaders (deans, chairs, directors)
- Cross-unit teams
Proposals must include a U-M faculty or staff primary contact, an administrative contact to manage funds, and must identify a U-M unit as the operational home for administration including, but not limited to, finance and human resources.
When submitting a proposal, you will also be asked to include an endorsement from your unit leader (Dean or Director). Your unit leader is attesting that they are both aware and in support of your proposal. This includes your leader's endorsement of the make-up of the project team. For staff, this includes supervisor approval of any time commitment the initiative requires.
If you are submitting a proposal where multiple units are included you may either submit one leadership endorsement signed by all Deans/Directors or their designate(s), or you may submit a separate endorsement from each Dean/Director or their designate(s).
Applicants should clarify any unit-level pre-review requirements from their respective leadership teams.
Funding Priorities
All proposals to the SIF will be thoughtfully evaluated. Priorities for the SIF include:
- Align with institutional priorities outlined in the LTM Vision
- Demonstrate clear potential for long-term transformational social impact
- Exemplify innovativeness or boldness in service of our future
- Leverage the university's depth and breadth of expertise to pursue interdisciplinary approaches to complex problems
- Address emerging needs based on evidence or stakeholder support
- Signal long-term scalability and/or sustainability including, but not limited to, projects with additional funding streams like philanthropic, extramural grants, industry partnership, or departmental level financial support
Examples of the kinds of initiatives that may be good candidates for SIF funding (please note this is not an exhaustive list):
- Initiatives aligned with the LTM Vision Impact Areas and/or Commitments and with great significance to U-M and/or society (Impact Areas: Life-Changing Education, Human Health and Well-Being, Democracy Civic and Global Engagement, Energy Climate Action Sustainability and Environmental Equity, Advanced Technology; Commitments: Purpose-Driven Education and Student Experience, Research Scholarship Discovery and Artificial Intelligence, Community Health Support Prevention and Performance, Arts and Creative Expression, Faculty and Staff Engagement and Experience, Innovation Partnerships and Economic Development)
- Efforts that test new approaches to advance the institutional missions in education, research, scholarship, and/or creative practice, and leading service efforts across communities
- Programs that transform the student, faculty, and/or staff experience
- Ways to support public intellectualism and/or engagement with scholarship
- Approaches to advance sustainability of institutional goals through new revenue streams and/or significant operational efficiencies
Application Process & Timeline
Applicants will submit proposals using Qualtrics with allowable attachments. The form will request:
- Primary and secondary contact(s) information
- School(s)/College(s)/Unit(s) affiliation
- Operational home for administrative oversight of SIF monies (e.g., business operations)
- Proposal summary including brief description of and anticipated outcomes (in list format)
- Alignment with the Look to Michigan Vision Impact Areas and Commitments (one or more)
- Total dollar amount request (up to $5M)
- Proposal (PDF upload) including: Summary, Description, Plan, Outcomes
- Evaluation Metrics and Timeline for Activities (PDF upload)
- Budget and Justification (PDF upload)
- Leadership Endorsement (PDF upload)
The Proposal, Metrics, Timeline, and Budget should include the following:
Proposal (maximum five pages)
- A one paragraph summary introduction that demonstrates your initiative's significance to U-M and/or society and its alignment with the Look to Michigan Vision Impact Areas and/or Commitments
- A description of the initiative including relevant background information, all major initiative stakeholders and their roles, and the scope and scale of the initiative
- A plan that outlines the major activities of the initiative including risks and how they will be managed, and how sustainability may be achieved when the funding period ends
- A list of outcomes the initiative plans to achieve
Metrics and Timeline (maximum one page)
- A list of key metrics of success including how and when they will be measured
- A timeline that demonstrates major milestones throughout the funding period and observable measures of success at regular intervals
Budget and Justification (maximum two pages)
- A detailed budget including brief rationales for each proposed category of expense, and cost estimates by fiscal year and in total
- Please include any unit(s) contributions and/or cost sharing and any additional funding source(s)
- Projects must follow unit-level and institutional policies for spending
- The SIF Implementation team reserves the right to propose budget modifications to project submissions
For this call, proposals will be accepted through Monday February 9th, 2026 5:00 PM EST. We anticipate decisions will be communicated to awardees in March 2026. We anticipate future calls for proposals to occur annually.

The SIF is a major university investment aligned with the Look to Michigan vision. It provides $100 million a year in one-time funds for ten years, totaling $1 billion in overall university funds, and is divided into several fund segments to support a broad range of institutional priorities.

Initiatives that are situated in the Look to Michigan Vision Impact Areas and/or Commitments, and demonstrate potential for significance to our community and/or service to the public are the best fits. Ideas that represent a bold approach or innovative solution for the future are also good fits.

Innovativeness includes demonstrating why trying a new approach to a specific problem is needed, showing why a novel solution has potential for significant value, using creativity to test a new solution(s), achieving a breakthrough on a difficult problem, or partnering with other U-M stakeholders in original ways.
Boldness includes challenging the status quo by introducing a meaningfully different way of doing our work, proposing a significant (rather than incremental) change, or presenting an unconventional yet promising approach, which may mean taking a risk.

Proposals may be submitted by faculty and staff across our three campuses and Michigan Medicine. We are especially looking for interdisciplinary teams to submit proposals.
The proposal process includes a required endorsement from your unit leader (Dean/Director), so we ask you to connect with them to understand any internal pre-review processes. For proposals submitted by or including staff please ensure your supervisor is both aware of and in support of your proposal.
Please note that adjunct and visiting faculty and temporary staff are ineligible to apply.

Not necessarily. Single-unit proposals are eligible, but cross-unit collaborations are often more competitive.

No. There is no limit on how many proposals an individual may lead or participate in, though it should be clear from the proposal how each collaborator will be substantively included in the initiative. Applicants should consider internal unit expectations and capacity as well, including asking about any stipulations schools/colleges/units may make about the number of submissions per faculty/staff.

The Strategic Initiative Fund opens a call for proposals on an annual basis, while retaining some flexibility for ad-hoc opportunistic endeavors.

For this call we are funding projects in three tiers. These include projects ranging from up to $500K, up to $1M and up to $5M. For proposals larger than $5M please reach out to sifproposals@umich.edu for more information.

For this call there is no list of allowable and unallowable expenses; however the SIF Implementation team reserves the right to propose budget modifications to project submissions. All budgets and their justifications should clearly justify all requested costs, explain why each cost is necessary to achieve the initiative's objectives, and address risks including mitigation strategies for proposed expenses as necessary.

Funding may support term-limited positions. Ongoing salaries must have a sustainability plan after the SIF period.

We will consider external partners with a clear rationale for their role in the initiative, an appropriate budget justification, and a risk management plan in place. The U-M unit identified as the operational home for the SIF award assumes responsibility for managing the partnership.

By the conclusion of your SIF award you will need to determine how to proceed with your initiative. If you wish to continue your initiative, you are required to identify and secure new funding sources to sustain it. If additional funding cannot be found, you will need to plan for the responsible conclusion (sunsetting) of the project, ensuring that all obligations are met and stakeholders are properly informed.

No. Unspent funds at the end of an award period return to the SIF. Extensions may be considered on a case-by-case basis if justified.

- Metrics and timeline (1 page)
- Budget and justification (up to 2 pages)
- Leadership endorsement(s) (PDF)
Budgets for large teams may cluster costs by category rather than listing individuals.

Every proposal must include a Leadership Endorsement from the Dean, Director, or their designated representative for each participating unit. If current staff are included in your proposal you must include a statement that their supervisor(s) has approved of their participation in the initiative.
Schools/Colleges/Units will decide their own processes for Leadership Endorsements so please check-in with them to ensure you are following their protocol.

Yes. Each initiative must identify an operational home responsible for financial management and administrative oversight of SIF funds.

No. Consultations and office hours are optional and not required unless your proposal is +$5M. For proposals larger than $5M please reach out to sifproposals@umich.edu for more information.

Initially, proposals will be reviewed for completeness. Incomplete proposals may be returned without review. Complete proposals will next be evaluated by a review committee, including subject matter experts, who will provide both quantitative and qualitative feedback. A working group consisting of designated senior leadership from the Office of the President, Office of the Provost, Office of the Chief Financial Officer, and the Office of the Executive Vice President of Michigan Medicine will review committee feedback and prepare recommendations for final review. Final review and approval rests with the Executive Vice Presidents and the President.

Subject matter experts may be drawn internally from the U-M community of faculty and staff or externally from alumni and/or industry experts. Subject matter experts include both disciplinary, or topical experts, and social impact experts who evaluate proposals for their claims of campus or societal impact.
Conflicts of interest will be managed appropriately.
